THESE EXPERIMENTS AND STUDIES ARE FROM 1962 AND BEFORE

...respiratory disease study at Camp Lejeune, in cooperation with the National Institutes of Health.

...excellent viral and immunological research at Camp Lejeune is due largely to a useful arrangement with the NIH.

You might think there is nothing nefarious here. This is 98 pages of justification for research on servicemen leading up to interrogation techniques, chemical agents, biological agents, toxins, radioactive and industrial chemical exposures. You will also notice that the Appendices are missing.
