Parts of the VA are trying to do right by veterans, parts only care about their job as a job and do not care much about veterans at all and some are doing their jobs only as little as they have to while they are figuring out ways to scam the system and get extra money. There are likely even a few who are actual criminals in any given VA hospital or regional office - at least it seems wide spread, but sparsely, throughout the nation as far as the occasional arrests of people for crimes goes.
At any given moment in any given facility it is likely that the people who actually care about veterans and their dependants will out number those who do not, but it doesn't make coming into contact with the bad ones any more pleasant for a veteran. The distribution is pretty much like all other branches of the government though. There are bad cops, bad postal employees, bad social security workers, and so on. There are also good ones of each. With each also having a few actual criminals spread about here and there.
Still, on most days, I am thankful for there being a VA and VA clinics and VA hospitals. They do a lot of good work as well. Our country still has it mostly right in how we deal with our veterans. There are other countries around the world who treat their veterans worse than ours are treated. That does not mean that we should not be looking for ways to improve our VA services. We should always be looking for ways to get better service in place for our veterans. But it could be lots worse than it is currently and it has been worse than it is currently in the past.
